We should help the one's who need it, like the uh, mentally disadvanteged ones and those who had their houses burned down or something, but we shouldn't help the messed up druggie ones unless it's to help rehabiliate them so that they aren't addicted anymore.

Well, if their house burnt down and they got thrown out of their homes. I don't think its their fault. And yes of course we must help them! And those taking drugs must have a reason for doing so. But I think the main point is, We should help the homeless. (:

In a sense, this question's also like the chicken/egg, half full/half empty question.
There is no obvious, cut throat, straight answer.
Everything depends on something else. Like Ink said, if something happened to them (i.e. their house burned down, they're mentally disadvantaged...) then it's certainly not their own fault. But then we'd just blame the people who burned the house down or the people who threw the mentally disadvantaged person out on the street and then they'd be completely responsible.
Whereas with the druggies, who knows if it was entirely their fault that they got left on the streets? Perhaps when they were younger, their parents beat them, so they looked to drugs and alcohol for a way out of the pain and that lead to their brains becoming fried and their parents kicking them out. Or maybe their parents died and no one would take them in and unfortunately, they got caught up in the whole drug business and it's not really their fault if they're just trying to live as best as they can on the street.
So, as you can see, I'm a horrible debater, because I agree with both sides every time. But in any case, I think that, instead of giving them money, you should give them actual food, because then you know that they can eat a proper meal and not have money for drugs or alcohol...Then again (like I said, horrible debater), they could just sell the food (who would buy it?) and buy drugs that way.
It's a vicious cycle.
